ATTD QnR Technical Program Manager

Job Description
Directly manages both programs and projects that are directly tied to the development, implementation or upgrade of technology or products for external customers. Manages programs of large (may be global) scope, impact and complexity through all phases of the lifecycle. Manages interdependencies and integration among multiple projects, teams, and stakeholders. Has decision making authority at the program level. Handles cross organizational programs of broad scope and high complexity or of broad scope and moderate complexity usually managing a core team that manages functionally specific teams. Sets direction for programs directly related to corporate policies or important business operations to meet strategic goals of significance. Leads the core team and guides performance of functional teams. Is the key interface with stakeholders and leadership internally and externally. Assigns overall tasks to others managing general areas of responsibility in support of program goals. Exercises judgment and discretion to develops solutions, remove obstacles and redefine approaches. Recommends or sets business strategies or corporate policies and deviates as appropriate. Oversees identification of tasks and research, dependencies, costs; assigns resources, and communicates expectations to core team members. Creates/tracks/adjusts the program schedule. Assesses risks and identifies solutions to timely, efficient achievement of program goals; Ensures that quality standards and budget constraints are met. Ensures appropriate progress against schedule and takes remedial action as appropriate. Prioritizes utilization of resources with other functions. Influences business unit or crossorganizational strategies relevant to program goals. Has advanced understanding of the technical concepts, architecture, systems, development methods, and disciplines associated with the defined program, and utilizes knowledge to accelerate project completion.


Key Responsibilities:
- Responsible for Assembly/Test Technology development and HVM transfer of multiple products that are often on parallel/tight schedules.
- Active resource management to enable continuous/effective support to achieve program milestones.
- Advocating an HVM mindset and establishing a strong working relationship with HVM partners to enable smooth ramp of the products.
- Responsible for delivering and managing sensitive communication across multiple technical topics to internal executive management and external customers.
- Defining program level strategy considering the targeted market segment of the products.

Required Skills:
- Strong technical background in Packaging assembly and test process and understanding of end-to-end material movement flow (Silicon Fab to Customer).
- Strong communications skills (both verbal and written) and works effectively across organizational and geographical boundaries.
- Strong understanding of ATTD development and HVM transfer methodology and experience with ATM excursion management.
- Experienced in model based problem solving and familiar with other industry standard problem solving techniques (5 why's, 8D etc.).
- Thrive in ambiguous environment and competing priorities.
- Creative thinker with the ability to resolve critical problems quickly and independently.
- Understanding of CQN Quality and Reliability goals at various stages of product life cycle.
- Effective leadership skills in leading a team of engineers to a common goal.
